Oman’s Digital Renaissance: How Strategic Vision and Solid Foundations are Reshaping a Nation

Oman, a nation traditionally defined by its rich hydrocarbon resources, is embarking on a profound and deliberate transformation.

This shift is not a mere update but a fundamental re-engineering of its economy and society, guided by the principles of digitalization and innovation.

At the heart of this national effort is Vision 2040, a long-term roadmap to diversify the economy and build a sustainable, knowledge-based society. This first part of our series examines the strategic blueprint and foundational pillars that are making Oman’s digital future a reality. 

The Big Picture: From Hydrocarbons to Digital Horizons

A central goal of Oman’s Vision 2040 is to increase the digital economy’s contribution to the country’s Gross Domestic Product (GDP) from its current level of approximately 2% to a targeted 10% by 2040. This ambitious objective is not just aspirational; it is supported by a comprehensive plan, the National Digital Economy Program. This program is comprised of seven distinct, interconnected initiatives: the Digital Government Program, Digital Infrastructure Program, Digital Industry Program, E-commerce Program, Artificial Intelligence and Advanced Technologies Program, Space Program, and the Fintech Program.  

A key indicator of the government’s serious, data-driven approach is the “Digital Economy Contribution to GDP Survey Project,” launched in early 2025 in collaboration with the National Center for Statistics and Information. This first-of-its-kind initiative is designed to provide accurate data to measure the digital economy’s value and track progress toward the 2040 target, signaling a move from visionary goals to measurable, empirical policymaking.  

Building the Backbone: Connectivity and Infrastructure

A solid foundation is crucial for any digital revolution, and Oman has been investing heavily in its physical and legal infrastructure. The Sultanate has made a definitive commitment to high-speed connectivity with a successful nationwide 5G rollout. All three of the country’s operators have launched commercial 5G services. A notable achievement comes from Vodafone Oman, which has connected over one million users to its 5G network and achieved more than 98% population coverage with over 2,572 5G sites, well ahead of its original license obligation .   

In parallel with the aggressive 5G deployment, Oman has completed a nationwide shutdown of its 3G networks. This process, which began in mid-2024 and was completed by the second quarter of 2025, has freed up valuable spectrum for next-generation technologies and is projected to save over two million kilowatt-hours annually .

The government has also taken a proactive stance to address digital inclusivity, particularly in remote and difficult-to-reach areas. In March 2025, the Telecommunications Regulatory Authority (TRA) granted Starlink Muscat a Class 1 license to provide high-speed satellite internet services in all regions of the Sultanate . This strategic decision ensures that even the most rural communities can benefit from the digital transformation, mitigating the risk of a digital divide .

A Foundation of Trust: Legal and Regulatory Frameworks

To complement its physical infrastructure, Oman is bolstering its digital environment with a modern, layered legal and regulatory framework. The Personal Data Protection Law (Royal Decree No. 6/2022) is a landmark piece of legislation that came into effect on February 13, 2023 . The law establishes a framework for data handling that aligns with global standards, requiring express written consent for data processing and granting data subjects key rights, including the right to erasure and data portability. This builds a critical layer of trust for both citizens and international businesses.

This new law is supported by the pre-existing Cybercrime Law (Royal Decree No. 12/2011), which provides foundational protection for networks, devices, and digital information against illegal hacking and fraud . The Oman National Computer Emergency Readiness Team (OCERT) was established in 2010 to serve as the focal point for security incidents and to help build a secure cyber environment for public and private institutions. Since 2013, OCERT has also officially hosted the Regional Cyber Security Center, further cementing Oman’s role as a regional leader in cybersecurity.

Oman’s strategic approach to digital transformation is comprehensive and interconnected. The country is not just adopting technology; it is building the foundational elements—a clear vision, a high-speed telecommunications network, and a modern legal framework—that are essential for a sustainable digital economy.

This calculated groundwork positions Oman not just to play catch-up, but to emerge as a sophisticated, forward-thinking leader in the region.
